Oklahoma Universal Service Fund (OUSF)

The Oklahoma Universal Service Fund (OUSF), established by the Oklahoma Telecommunications Act of 1997, provides financial support for broadband and telecommunications services to eligible public schools, libraries, and healthcare providers across the state. The Oklahoma Corporation Commission oversees the fund.

Open to all publicly funded public libraries
(excluding university, museum, and law libraries)

Healthcare Providers

Includes not-for-profit hospitals, mental health facilities, health departments, and federally qualified health centers

Competitive Bidding

Applicants must conduct a fair and open bidding process, clearly stating bandwidth needs and allowing all eligible providers to participate. Bids must separate eligible and ineligible services and comply with public contract laws.

Special Construction & Pre-Approval

Special construction projects may qualify for matching funds. Pre-approval from the OUSF administrator is required before bidding.

Funding Determination

Funding is based on the Lowest Cost Reasonable Qualifying Bid (LCRQB), with support capped at 125% of the LCRQB after accounting for federal funding.
